You should pay for what you get.
When a tunnel company charges you full retail to drive across the city using their tunnel, shouldn't they give you a discount when the speed is reduced, or the number of lanes available?
Three lanes at 80kph = full retail.

On one of Melbourne's private toll roads, there is an ever-tightening 270 degree corner, before traffic crosses the Bolte Bridge, northbound.
Shouldn’t the road's owners be expected to place a road sign indicating an upcoming corner that is commensurate with reality, rather than a standard, off the shelf, 'road curves' sign?
Two trucks have come to grief. Do their owners' lawyers have a case? Read More…
